A website is a complicated animal. There are countless pages, and tags, and headers that all need the proper attention and detail.
Unfortunately for Anthem Blue Cross, one detail didn't get caught in Q/A, and now when you search for them on Google, the have a special link just for dummies. Found by @bakertweets
