I think the Yellow Pages ad designers are responsible for this infestation. For decades, I've seen quotes used for "emphasis" in poorly designed YP ads. It has since migrated to signage and other print media. My personal pet peeve: misplaced apostrophe's. :)
I recently saw a business van that was one screwup short of a trifecta: the business slogan about quality was in quotes (as if to call its veracity into question), and contained a plural that had been turned into a possessive with a spurious apostrophe. Now I know where to send the pic...

The blog needs to learn typography. It has inch marks in the title and not quotes. :P
